Ukraine’s Fourth Winter of War: Energy, Infrastructure, and Societal Resilience

This winter has been the most challenging for Ukraine since the start of Russia’s war of aggression. Russian attacks on cities across the country, including Kyiv, have persisted. Civilian and energy infrastructure remain the primary targets. As prolonged power outages and disruptions to heating during extreme cold place a heavy burden on society, Ukrainians are still skeptical that a peace deal can be negotiated under US leadership. According to recent surveys, 69 percent of them do not believe that the current negotiations will lead to a lasting peace. 

As Ukraine approaches the fourth anniversary of Russia’s full-scale invasion, we discussed the state of Ukraine’s energy and critical infrastructure and its impact on society. The discussion explored the effect of the ongoing attacks on energy infrastructure and their implications. We also analyzed how the situation is shaping public morale, trust, and perceptions of the war and international support.
